My internet package details minimum download speeds of 1mbps with maximum speeds of 2mbps. For some reason I have not been getting those speeds at all. Infact, I have been getting 1mbps UPLOAD speeds and 0.20-0.50mbps download speeds. Is there any reason my upload speeds would be so much higher than my download speeds? I've tried fiddling with my router by changing the DNS (to Google servers), changing the wifi channels, connecting directly to my router with an ethernet cable, etc. but nothing seems to be working. My ISP sent me an email that their servers show I am getting over 1.2mbps download speeds with a graph visually detailing the speeds, yet I have not been getting that.
There is no one else connected to my router, I have checked several times, and I don't have any background processes on my computer that would affect my speeds. At this point I have no idea why my speeds are the way that they are. Anyone have any clue what could be wrong?

Three weeks ago, I had Gigabit FIOS installed, but I have never been able to get gigabit speeds going both ways. I always get 900+ Mbps UPLOAD but never more than 300 Mbps DOWNLOAD.
But, I get 900/900+ Mbps between the Router and the Server every time, *AND*, here's the real kicker: I get 900/900 Mbps from the desktop if I run in Safe Mode. So, I've concluded that it's not a downstream hardware or a FiOS server issue, but rather something to do with my onboard LAN setup.
I have tried the obvious things: (1) Different Ethernet drivers from Microsoft, Realtek, and ASRock; (2) Different cables (CAT5e); (3) Played around with Adapter settings such as 'Receive Buffers' (512) and 'Speed & Duplex' (1.0 Gbps Full-Duplex). None of this has helped. I am running Win 10 Pro 64-bit.
So I guess what I am asking is: What do you think it means that I can make Gigabit FIOS work in Safe Mode but not from the normal desktop? Hoping you could give me some guidance on where to look for the culprit.
